What is an Aerotropolis?

Airports are multimodal and multifunctional enterprises that generate considerable commercial development within and beyond their boundaries. Clusters of airport-linked businesses form along major airport arteries. In other words, there is now a marked shift from the traditional City Airport to the Airport City: also known as Aerotropolis.

In its purest form, an Aerotropolis is an economic hub that extends out from an airport into a surrounding area that comprises distribution and logistics centres, related business and social infrastructure.

The BAPL story

Incorporated in 2007, Bengal Aerotropolis Projects Limited (BAPL) is a specialized infrastructure company engaged in identification and development of aerotropolis projects in India. It is now developing an aerotropolis (or Skycity) at Durgapur in West Bengal within the 1616-sq-km Asansol-Durgapur Planning Area (ADPA).

BAPL is promoted by Changi Airports India Pte Ltd — a subsidiary of Changi Airports International Pte Ltd (CAI) Singapore, Infrastructure Leasing & Financial Services Ltd (IL&FS) and three Indian promoters, Mr Partha Ghosh, Mr Utsav Parekh and Mr RR Modi. Each promoter brings various skill sets to the company. CAI, a wholly owned subsidiary of Changi Airport Group, has a proven track record in international airport investment and consultancy in more than 40 airports in over 20 countries. Some of CAI’s recent investment projects include Tom Jobim International Airport in Brazil and development of airports in the Krasnodar region in Russia.

IL&FS is India’s leader in developing viable models for large-scale infrastructure projects. Mr Modi brings vast experience in development of social infrastructure projects.

Mr Ghosh has conceptualized and incubated this project and has demonstrated expertise in working with State Government and other Government entities.

Mr Parekh is highly experienced in the financial market.

BAPL has signed a joint venture development agreement with West Bengal Industrial Development Corporation Limited (WBIDC) for developing India’s first private Greenfield aerotropolis, comprising an airport, an industrial skyzone, a logistics skyhub, an information technology skypark and a township in the Asansol-Durgapur region of Burdwan district in West Bengal, one of the most significant industrial zones in eastern India. The West Bengal Government under the leadership of the Honourable Chief Minister, takes an active interest in this marquee project of Bengal and through WBIDC has injected fresh equity funding for an increased stake in the company.
