    Mr. Bhagwati Prasad Gopalika is an Indian Administrative Service Officer who is presently serving as the Chief Secretary for the Government of West Bengal. Prior to taking over as the Chief Secretary, Mr. Gopalika held the post of Home Secretary in the State. In addition to being the Home Secretary, Mr. Gopalika also held the charge of the secretary to the departments of transport, animal resources development, personnel and administrative reforms. He was earlier the District Magistrate of Hooghly and South 24 Parganas districts.

    Shri Manoj Pant, IAS

    Mr. Manoj Pant is an Indian Administrative Service Officer who is presently serving as Additional Chief Secretary, Finance Department, Government of West Bengal. Mr. Pant is a Gold Medalist in Master of Technology in Applied Geology from University of Roorkee, now IIT Roorkee and also Masters in Public Administration from Maxwell School of Citizenship, Syracuse University, USA.

A Masters in International Relations from Jawaharlal Nehru University, New Delhi, She is also a M.SC in Public Policy and Management from Kings College, London.

    Mr. Eugene Gan

    Mr. Eugene Gan is the Managing Director of Asset Management at CAI. He is responsible for driving the business and operating performance of airports in CAI’s investment portfolio; and ensuring that they adhere to business and operating plans, profitability targets and eventual timely divestment. Mr. Gan is an industry veteran with more than two decades of experience in airport investments and management, and aerospace operations. Since joining CAI in 2001, Mr Gan has held various leadership positions in investments and consultancy, where he was responsible for the origination and execution of investment deals, management contracts and consultancy assignments in airports worldwide. Mr. Gan has led the investment teams to successfully secure projects at Tom Jobim International Airport in Rio de Janeiro, Brazil; Bengal Aerotropolis Projects Ltd, India; Aeroporti di Roma, Italy; Beijing Capital International Airport, China; and China-Singapore Airport Management Academy, China. He also led the efforts in clinching and implementing major management contracts and consultancy projects at Abu Dhabi International Airport, United Arab Emirates; King Fahd International Airport, Saudi Arabia; and airports in Beijing, Chengdu, Chongqing, Nanjing, Kunming and Qingdao in China.  He has served as Director on the boards of airport companies in Brazil, China, India and Russia. Mr. Gan began his career as an engineer with the Republic of Singapore Air Force, and subsequently with Messier-Dowty, the world’s largest aircraft landing gear company. He had also worked in the Singapore Economic Development Board. Mr. Gan holds a Bachelor of Science in Aerospace Engineering from the University of Michigan, Ann Arbor, and a Master of Science in Financial Engineering from the National University of Singapore. He is also a recipient of the prestigious Lien Ying Chow Legacy Fellowship that is established by the Lien Foundation to promote the mutual development of Singapore and China.

    Mr. Tan Ee

    Mr. Tan Ee is the Chief Financial Officer of CAI, and also heads up the Portfolio & Capital Management (PCM) business. He is responsible for the corporate functions of Finance, Legal & Compliance and IT in addition to the investments of CAI. Prior to joining CAI, Tan Ee had more than two decades of years of experience in M&A, strategic planning & development, corporate finance, and business development across a range of sectors including power, oil & gas, real estate and infrastructure in companies such as BP plc and Keppel Corporation. He has led and closed investments and acquisition deals in both private and public markets globally. He also serves as the Director on the Boards of airport companies in Brazil and Europe. Mr. Tan Ee earned his bachelor’s degree in Accounting from Nanyang Technological University, and holds an Executive MBA from INSEAD. He is also a Chartered Financial Analyst (CFA), Chartered Accountant (CA), and Financial Risk Manager (FRM).

    Mr. Oh Gim Guan, Jimmy

    Mr. Oh Gim Guan, Jimmy, is General Manager, Brazil, Asset Management, at Changi Airports International Pte. Ltd. (CAI) with extensive experience in airport investment and business development. In March 2006, Mr. Oh joined CAI after five years in the electronics industry as a product engineer. In December 2006, Mr. Oh secured a landmark deal for CAI to manage Abu Dhabi International Airport (ADIA). Since then, he has also successfully secured several more airport consultancy projects related to airport master planning, operations and service improvement in Abu Dhabi, Jordan, Brazil and Italy. Mr. Oh was the project manager for CAI’s first investment in India in 2009, responsible for the financial close of a Greenfield airport city project in the state of West Bengal. He was also the lead manager for CAI’s investment in Rome airports in 2010 and successful divestment in 2013. In 2013, he was the project manager for CAI in the bid to manage Galeão International Airport in Rio de Janeiro, Brazil. Following the bid, he was responsible for leading CAI’s effort to set up the joint-venture airport management company in Rio de Janeiro. Mr. Oh is a member of the Board of Directors at both the investment holding company and the airport company. Mr. Oh also leads a team of technical experts from Singapore to assist in the transformation of Galeão International Airport under private management. Mr. Oh holds a Bachelor of Engineering (First Class) and Masters in Engineering from the National University of Singapore, and also an MBA from Imperial College London.

    Shri Utsav Parekh

    A renowned pioneer in the investment banking space from Eastern India, Utsav Parekh advises top business houses such as the Birlas, Goenkas and Bangurs. He was instrumental in setting up SMIFS Capital Markets Ltd, which has grown to become one of the foremost investment banking companies in Kolkata. He is now the Chairman of the Company. He is also among the first private equity investors in the country, with investments in a host of companies across sectors as diverse as IT, Real Estate, Entertainment and Telecommunications. He is a Director, in his personal capacity, of several reputed Indian companies such as Mcleod Russel (India) Ltd and Xpro India Ltd and is also a veteran board member of The Indian Chamber of Commerce.     Mr. Debanjan Mandal is a Partner in Fox & Mandal, a premier multi-disciplinary law firm in Kolkata, established in 1896. The St. Xavier’s alumnus has over 20 years of post-qualification experience in the fields of corporate and commercial laws, real estate, infrastructure, dispute resolution and mergers and acquisitions. In addition, Debanjan has been an integral part of various infrastructure projects of the Government of India and State Governments, including roads, highways, the water sector, mining, infrastructure, healthcare, restructuring of public enterprises, public procurement and divestments. Debanjan has also worked for the Republic of Bangladesh as an international legal expert on a large infrastructure project. He is a member of the Incorporated Law Society, High Court at Calcutta, Supreme Court Bar Association and International Bar Association, U.K. Mr. Mandal sits on the Boards of several companies in an array of sectors including in tea, retail, plywood and hospitality and is also a Member of the Executive Committee of Indian Chamber of Commerce and Chairman of ICC National Expert Committee on Corporate & Legal Affairs.     Mr. Shah is the Managing Director of SMIFS Capital Markets Ltd and looks after investment banking operations that include mergers and acquisitions, takeovers, mobilisation of resources through equity placements, underwriting, loan syndication and advisory functions. Previously, he held senior positions at Bata India Ltd, Shaw Wallace & Company Ltd, Assam Brook Ltd and CD Capital Markets Ltd. He has more than 33 years of professional experience. Mr. Shah, an ACA and ACS, secured first class in BCom (Hons) and stood 4th in the University of Calcutta. He stood third in India and first in Eastern India in the CA Final examination and received AF Ferguson’s prize for the best paper in auditing in India. He has also cleared every examination at The Institute of Cost and Management Accountants, UK and is a member of The Institute of Company Secretaries of India.
